Question Building the shocks

Please don't laugh at me, but how much oil should you put in the shocks? Should they be full or 2/3 full? The instructions seem to suggest 2/3 full but I don't think that can be right. This is the first car I have built since I was a kid so it's all a bit of a learning experience (been building it for about 3 weeks so far!)

That 2/3 is the piston location in the shock body...I believe
