Points scoring

I have been told that you need to start the final to score points, but looking at the last set of results. I have seen peeps unfortunately leave but still shown as scoring points.
So whats the score?

I believe that you get points for where you qualified and then points for final result.

So if I get this right, I can do one lap in qualifying, qualify in last place, not start the final and still collect the points???
