Industrial Heating Advice

Hi Guys, I need some heating/cooling advice i have around 2500 Sq ft i need to heat and its split up into 500sq ft shop and 2000sq ft stores with a ceiling height of 8 foot, I would like to be able to cool the shop area if required. I have electric or gas available, would i be best fitting a traditional central heating system and a ceiling mounted A/C unit (in the shop) or would a ducted system be better? The main thing is it has to be efficient to run, set up cost is less of a issue as would rather buy the right thing than buy twice.
