This is a really hard one to actually figure out. I think mostly because depending on the skill level of the driver it changes. At a lower level assuming a good setup it's all about the drivers as they wont be able to notice the small setup tweaks as much and driver error will lose them far more time than gained from chasing after the perfect setup.

The higher the level the more setup becomes critical as you start to chase the 10th's of seconds and mistakes are less common.

i have never been a good driver, for me to get round the track at a reasonable pace the setup of the car has to be right for me, the car needs to be responsive and predictable with a little bit of on power push for me to get going well. i go for 70 driver 10 car 20 setup. but what about tyres, even the best driver will struggle without the right tyres, they would take a good percentage

Well at the F345's I leant my DEX410 to Adam for the guest race, and he drove it brilliantly, even clipping one of the other cars on the tripple and doing a back flip complete with a twist!!!...and he landed it! If that was me it would've ended up on its roof!

But he drove my car (that he set-up) a hell of a lot better than I drove it in the finals.

So the same set-up but different drivers. He was able to realise limits which were a lot further than mine as he had the skill to push harder without losing control.
so on that basis I'd go for - 85/5/10

Tyres would surely come under setup?

I would go along with most of what the others have said in that the driver makes up 80+%. There's no way I'd ever do very well whatever car I have, yet a top driver would do a great job with pretty much any well known car straight out of the box.
