I admire your optimism, if he ever gets caught by the time he's pleaded that he comes from a broken home, was traumatised due to child abuse by his missing father, which sent him into a spiral of alcohol & drug abuse, but that he's now a reformed character with an unmarired partner and illegitimate child to support, all on only what the state hands out, you'll be lucky to see 50p a week let alone a fiver!
I understand what your saying about the police not turning out but if the alarm bells were ringing from the off you should have stood your ground and insisted they attend. It should only take them a few minutes via the old computer to check out the other parties details. If he was uninsured the least he should get is 6 points & £200.00 and his car seized. Doesn't help you get your car fixed but at least you get some revenge. Oh and when he doesn't pay the fine due to circumstances outlined above he get's nicked again and messed around some more.
