I personally if im buying and if the price dosent cover paypal fees
I send i quid extra to cover fees that way i have piece of mind if it go's sour
Or if im selling i will list a price which includes fees and postage

That's already the case buddy.
And yes, it's a massive task which is why I would like "gift" payments banned from the ad. What the buyer and seller decide to do via PM is then no concern of mine!
