They are all sold WITHOUT PC programming link
It(USB) can be purchased for ~25euros from GM Then you have to purchase the software licence for 10euro Expensive but really worth it. It is unequalled in the industry(people who know it, know what I am talking about  )I do have a GM BL 100 but no prog device.
