To follow on from Dans post..the reason we chose to seperate brushed and brushless is to give companies a reason to develop more exciting brushed and brushless motor systems for our cars.
My logic is that if you mix them together and one is clearly better than the other alot of big companies will not waste time on a market that is new and smaller than say 10th TC and Offroad where there is worldwide support and a huge amount of drivers  However things may change at the EGM
