dare i say it b44.2 with yokomo bb shock??

I bought a b44.2 used and came with no shocks. so purchased a set of yokomo mr2 bb shocks.
problem is , the shock collar is at the limit with 2.1 spring. not the first time,as on my b44.1 same with 10mm with green spring.
so cant go lower on the ride height.
front is ok
so why is the collar at its top limit,not giving me any leverage on the ride height??
