Balance charging?

Hi guys I received my Balance cable in the post this week so that I could start balance charging my lipo's. however I plugged it all in set the amps (4.8) set the voltage (7.4 2s) and stated the charge. It did a battery check and everything was fine and so it started, however instead of balancing at 4.8 amps as i said, it started balancing at 0.1 amps? Is this correct. As its charging at this low power its going to take all day to charge and that seems a bit excessive
Any help please.
