Default Front wheel trimming 2wd?

Hi, I've seen a few posts from drivers talking about cutting wheels 'narrow' when using Schumacher cut staggers and have some questions about this that I'm hoping can be answered here.

Is this done as a matter of course with all cut staggers or are there specific conditions when this would be done?

Is it only done with the low profile version of the tyre?

When cutting the front wheels down is it a case of cutting the inside part of the wheel to remove the inner tyre bead area, leaving a single lip that the tyre bead sits against? In simple terms do you remove ~5mm or so from the inside edge of the wheel all the way around?
