Kv's & a suitable esc ?

Does a lower kv motor (ie, 3300) require a higher amp esc than a higher kv (4300) ?

So basically for a mild 2wd using a 30c lipo, would a 45a esc suffice for either of the above winds ? (before you all say, 'just get a 60a esc & be done' lol, I'd still like to know)
