Sanwa Gemini 2 question

I have a Sanwa Gemini 2 40mhz radio. The default settings on the radio have the throttle and brake EPA's at 100% but this figure can be advanced upto 140%. Does this mean that this is regulating the power and if I was to increase my EPA's to the maximum 140% I would receive more top end speed and brake force?
Any advice would be great
