Lowest saddle packs

My home made F1 car (http://www.oople.com/forums/showthread.php?t=42235) needs some nice low saddle-packs to fit under the side shocks. Ideally they need to be 19mm or lower to fit in without modifying the car, although I may be able to raise the shocks a touch.

What are the lowest (i.e. least tall) saddle packs available? Capacity doesn't really matter, nor do they need to be BRCA legal, they just need to be low.

The only ones I've found so far are soft cased which isn't ideal.
