Raceworthy Cheap LiPo's? Preferably BRCA legal

I race 2WD buggy and 13.5T touring regularly and I need some new LiPo's. I would preferably like them to be BRCA legal and have locators on the bottom for my touring chassis. I'd also like them to be shorter than 23 mm to fit in my XX4 in case I fancy running that. Really I'd like at least 3800 mAh and 30C constant discharge.

The main ones I've seen on the list are LRP/Nosram, but these are premium LiPo's and I'm racing on a buget, also they are pretty tall. I was wondering what the cheapest BRCA legal lipo's are and also if anyone knows of some cheap IP/zippy/turnigy hardcase lipos have locators? some of the packs/manufacturers on the BRCA list seem to be difficult to track down.

I'm not trying to start a 'who's lipo is best' thread, but maybe a who sells the cheapest raceworthy cells thread.
