Computer problems can anyone help?

Last night the power went off while I was working on my computer, went to switch it on this morning and not a lot happens. I get the normal load up screen then it asks me if i want to restore / load it up in safe mode, normal mode or a couple of other safe modes to do with networks.

I have tried all the options available and all my pc does is restart it self and asks the same questions all over again!!!

Does anyone have any ideas about how I may be able to get my pc going again?
