Default Holiday ins why bother??

My daughters boyfriend arrived in Corfu early hours of tuesday morning. By Tuesday evening he woke up in hospital to find 12 stitches in his head and his jawbone broken in two.
The hospital told him to fly home asap to have surgery on his jaw. He had the appropiate fit to fly certificate. He has no idea what happened to him but thinks he may have been mugged from behind.
Not wanting to worry his mum he asked me to contact his insurance company to arrange the flight home.
What a load of barstewards.
They said they had to see the medical report first and send it to their doctors to approve paying out on the flight. I gave them details but 16 hours later they still had not contacted them. I complained and they got their arses in gear.
They then told me they were of the opinion he had only fractured his jaw (despite the x-rays the lad has to take to hospital in the uk showing the jawbone in 2 pieces).
I complained again saying he was in agony and distressed . They now said they had to recieve a toxiology from the hospital to make sure he had not been drinking or on drugs. I said for christs sake he,s a 20 year old lad on holiday what do you expect him to drink lemonade?
Upshot is they told me to pay for him to fly home and try putting a claim in. They offered to arrange the flight for a £70 fee. Shove it
What is the point of youngsters or any of us taking ins out if we cant drink on holiday
