Default Axle Height Spacer

On the posted set-ups the axle height spacer is being ticked as LOW.
does this mean the spacer is under the steering block i.e the spacer is low or above the block as per instructions making the block LOW.

The reason I ask is, if you put the spacer under the block, the top ball joint for the steering sits higher up and would need a spacer between it and the hub carrier. By putting the spacer low it not only alters the height of the steering block but it is also altering the roll centres by moving the outer link upwards.
