Small Pulley Flanges .... help!

Hi Guys,

Am I missing a trick or could someone tell me an easy way to get the outer flanges onto the small pulleys e.g. Step 2 A and Step 4 A of the manual?

They push on easily the wrong way round but I cannot for the life of me get them on the right way round!!
