i was thinking of getting a touring car and convert it in to a rally car how should i do that

Well you want to raise the ground clearance to a minimum of 15mm by adding longer shocks. You also want to ensure that shrapnel from the road can't come in, so make a chassis cover.
You would also need to modify the suspension arms to cope with the extra height. It's easier to buy an old tamiya ta01/02 or the mighty TB01 as they make good rally cars

I was going to use a Speed Passion RS1 Touring Car and put 60mm shocks and rase the the ride height and add rally tires

And I picked that car as it is cheap and so is the parts

Looks like it will be a good candidate. As I mentioned before, just check the arms etc are not binding when you add the longer shocks.
