Default Maifield and other pro's rear wings

Hey guys,
Anyone know how they get the effect on Ryan Maifields rear wing? like the frosted effect?
Its looks like a clear wing but if you look close its not...

Maifields looks just scratched but if you look at jason ruona's car it looks different

Tamiya do a frosting paint. well its like a semi-clear coat which gives this effect to wings. I'll find the paint code.
