I think the F grading is an overall structure. I'll await to be corrected.

Formulas are not separated by 2wds and 4wds
You can get a licence grade that carries to either class in any class

Where did you get the info Neil?

I thought I would have been in the F4 list (as I beat Keith Wardle in 2wd) but looks like I didn't make it

Anyone know how the grades are awarded, especially if 2wd and 4wd are taken into account?

this might help

21.4.2 From the REGIONAL SERIES:-
All competitors that enter an event(s) that count towards a Regional Championship, will be awarded a licence grade based on their overall position for that Championship (2WD or 4WD separately).
Regional formulae will be allocated on a percentage basis as follows:- the number of drivers that score points for the minimum number of events for a Region’s particular Series (ie. 3 from 5 events) will be used as the base figure. Any drivers included in this base figure, that have gained their licence from the National Series of the current year (F1, F2 and demoted F1) will be subtracted from the base figure to give an adjusted base figure on which the calculations will be based. It follows that Regional licence grades can only be established when the results of the National Championship are finalised.
FORMULA 2 - The top 20% of the adjusted base figure is used against the final series’ results to determine the F2 drivers. (2WD and 4WD)
FORMULA 3 - The next 30% of the adjusted base figure is used against the final series’ results to determine the F3 drivers. (2WD and 4WD)
FORMULA 4 - The next 30% of the adjusted base figure is used against the final series’ results to determine the F4 drivers. (2WD and 4WD)
FORMULA 5 - The final 20% of the adjusted base figure is used against the final series’ results to determine the F5 drivers (2WD and 4WD).

so to work out where you are you need to know your base figure, in other words how many drivers at your region completed the required rounds (3 from 5) etc. lets say that is 42, what drivers in your region gained F1 or F2 at national level, lets say 7, so your adjusted base figure is 35.
assume you finished 23 and the 7 national grade drivers were above you, so for this purpose you actually are 16th , based on the rules the top 20% in this case 7 are awarded F2, the next 30% (10.5) are F3 and so on, obviously the 10.5 will be rounded to 10 or 11 i am not sure which way round, as well as this you have the demotions so your figures of totals in each F grade will vary.

remember your f grade is taken from your best score so you can get f3 in 4wd and f2 in 2wd therfor your an f2, it is entirely possible to finish one place below somebody in one class and miss out on f2/f3 and finish well above them in the other class but still not high enough due to the amount of racers to gain f2. he ends up f2 and you f3.
