The idea is to have four sets of scales one under each wheel, you then add the front two togeter same for back then work out the ratios to give the percenage between front and rear
I normally use 1 set of kitchen scales under one wheel and support the other three wheels on some tyres or blocks to keep level. then move around each wheel. its not the best way.
I have been told that to get an accurate reading you should lock the suspension so it can not effect the reading, but i don't tend to bother
you could but a bit of wood accross the scales then zero them . then set the both front wheels on the scales while supporting the rear , then do the same with the rear, this way you would only have the two reading to worry about.
