Default LIPO's

At Southport you can run Lipo's at a Regional meeting as long as you are not scoring any points towards your licence grade.

Is this the same for the North East Region, or is there a total ban on usage.

But i thought 'Points make prizes'

I'm intending to score points in the NW Region but am thinking of doing some events in the NE Region too, but wondering if i could use Lipo for them.
