A fully charged 6S battery should read 25.2xxv.

Jan is right, and 23volts/6cells=3.83volts which is normal voltage or avg. Does not mean its charged. Fully charged is 4.2volts per cell (for like the first 20% of pack, 3.8ish volts for the middle 60% of pack and then the last 20% of pack it drops from 3.8 to 3.0; at least that has been my observation with most packs)
