orion active discharge device

I own 2 of these boards both bought second hand. one of the boards discharges much quicker than the other. On closer inspection, the rear of the boards is a bit different. one has a wire bridging 2 conections, the other doesnt. So either one is missing a wire or someone has added a wire?
any one know which board is correct?
