Arrow Editing PDF files for setups - how?

Anybody know how I can edit a blank setup PDF, like these from here:

I can't be bothered printing it off and hand-writing, plus its easier to store / share as a PDF.

Do I *really* need Adobe Acrobat Pro?

Not perfect on graphics but its free.It allows to open edit and save PDF's.
