Futaba 3VC Dual rate not working

Hi,

I have purchased a Futaba 3vc which im having a few problems with and I was hopeing somebody might be able to help me with.

Basicly I want to adjust the duel rate on my steering however when I do this my steering moves as if im adjust the steering trim?

Please could somebody tell me what im doing wrong?
