Default Charger with Voltage Cutoff

Does a Lipo charger exist where you can set the cutoff voltage to below 8.4v? or are they all set at 8.4 and if its wrong send it back?

Say if at a national, the meter reads 8.42 when they check your cells, rather than put the resistor across the cells, can you get a charger where you can peak and balance to 8.38 which on the calibrated volt meter would read @ 8.4? thus making them peak correctly?
