Could have a fuel blockage.
Try running a big of white spirit through the carn if so to clean it out.

Sometime you can also get new faulty plugs so try another.

Have you tried the glow plug out of the engine to see if its glowing.

If it is then put it back in and turn the top needle in a quarter of a turn and the bottom needle an 8th.

Look down your carb and hold the carb closed and then wind the tick over screw until you have nearly 1mm (0.8mm) gap and then your tick over is set.

Then give it another try.

put some fuel in?
connect starter box correct way?
check its compression if its worn it will struggle
does it spray fuel in a WOT when you blow down the pressure pipe?

you have had the back plate of and made sure the rod is not snapped etc?

i had a .12 like that once, turned out in the end that one of the head screws had come loose and head was warped, still felt like it had compression cos it still had pinch, right sod to start but did eventually, just wouldnt tune.
