511 Suspension Question??

Can somebody please clarify for me the difference between these two tamiya buggy suspension sets, and which one is the one that comes with the TRF511 kit?
part #54028 vs part #42198 ??

#42198=HL dampers cylinders and coated shafts.

TRF511 comes with #54028

So just to clarify, #42198 is the better shocks of the two, am I correct?

Yes.
But to be honest, I don´t think you will notice any big difference in performance.
They look better though.
