Default do i need a battery/cell conditioner?

i have looked as far on the internet i can but i just cant find any info on battery conditioners and what they do, so can some very intelligent "tech guy" tell me what there purpose is and if they do much benefit.

I use this to discharge and condition my packs, then take them down to 0.9V with a Novak Smart Tray. Anywho, the Spintec seems nice and discharges at 35 amps, but does take awhile to discharge a fully or nearly charged pack.

shouldnt really be done on nimhs though. only discharge down to 0.9v per cell

But the graphs show the theory behind out of balance cells whether ni-cd's or ni-mh's
