whats the best way to cut brass / easyest way ?

A good set of snips for rough cutting.
A hacksaw with a high tpi, plus a selection of files.
Assuming your working with sheet.
If its bar stock a lathe and a mill....

anything up to 4mm if i can cut 4mm then anything less will be easyer

Same applies, just depends on what you are trying to make. reduce the tpi as you go thicker.

Teeth per inch..

I found when cutting it I put a layer of masking tape over each side draw the shape i wanted i then got soem good drill bits and drill around the outside of the shape. Cut between the holes with a hacksaw. The filled it down the the cut line. Then a dremmel sanding drum to lightly smooth it off then slowly go down though the grades of sand paper. This is how i did this..

fret saw modified to take a fine hacksaw blade works well on alloy, guess it would do brass nicely too

I would go with a band saw if you can. The thicker material can be cut with a non ferous blade on a miter saw but might be harder, and dangerous with smaller parts. I would rough out the piece larger and slowly file it down to size.
