Default Dead SMC IB4200

I've got two packs of SMC IB4200 with 1 cell in each reading 0v on a voltage reader, how do I get them active again?

I've got a Prodigy II charger and Novak Equalizing tray etc. and a novak dead charge tray

Bought 2nd hand

The cells won't charge, yet the other five do
