it will generally give you more steering, all of the time. There are further weights you can attach to it to fine tune how much more steering you want to gain.

I run one on my old c4.1 and found it helps keep the front end down under acceleration. I do feel as if the cars steering reaction is a little slower with it though. I think it's very much a case of personal taste really. Everybody drives different and some may prefer one thing and others may not. I would say to try it and see if its suits you.
