Question Batts with torn shrink wrap

Hey guys, is it safe to use the batts with torn shrink wrap if it's not touching any metal? will it cause a short circuit if the cell's body touches metal?

possibly, but only if both positive and negative ends of a cell are able to short out.
Most model shops stock heatshrink though, so it would easy to repair/replace it.
