The first link provides the supplement document which covers the 2.4 module and receiver. I am pretty sure, there is no 2.4 3vcs manual, just the manual and this supplement.

Do you have Adobe reader installed on your PC? Just fired up my PC to check links in Internet Explorer, and both work fine.
