Charlie, that would have seemed strange to me too! To my mind (assuming qualifying was problem free & putting the points issue to one side!) the final was always the part of the day where you were competing against the people closest to my ability, so would always want to see how I could do in a straight race.
In terms of the points, bearing in mind I'm not racing in the Mid East region (so can safely be ignored!) then giving points for qualifying and finals would be my preference.
