To answer the original post you need to charge to 8.4, but that does not wake up the cells to gain any benfit. At 8.4 they are just a normal pack and work/charge the same

If you race in 1/10th off-road nationals and are tested at over 8.4 and you cannot get it down to 8.4 before your race, you do not get through scrutineering.
Quite often it is the charger/settings that push the voltage higher and it's not intentional. You will not "loose your licence"

Maybe it is different in other classes where people need to cheat but 1/10 off-road drivers will just use a faster motor
