low grip the inner one goes higher so that body roll is transferred to the tyre to get grip
in high grip then lower the inner to let the body roll and help prevent grip roll??
am I totally wrong??

Moving shock bottoms out does stiffen suspension. It gives more initial steering but less through the middle of the corner.
As for camber links, your theory is right but it doesn't always work that way. Depends if the low grip is purely for traction or for side bite in corners.
Shorter link makes the suspension stiffen up quicker due to less roll which creates more forward drive.
