The burst rating is usually the amount of current it can provide for a short period of time. Different manufacturers use different burst times but lets say a burst is 5 seconds then a 30C burst for a 5000mah cell would allow you to take 150A for 5 seconds without doing harm to the batteries. This is why it is important to really make sure that you are within the max constant C rating rather than the burst C rating so as not to reduce the life of the cells.
