As Roger has said I sometimes need to sand a little off the ends of the arms to allow them to move freely, and another thing you may want to try is remove the wishbones and see if the hinge pin binds inside them.

If so you can put a round needle file in a cordless drill and carefully run the drill backwards (i.e anticlockwise) inside the arm, this gives you precise control over how much material you remove from the hole in the arm until it falls under its own weight without any play. DO NOT run the drill clockwise as this will cause the needle file to quickly burrow into the hole and ruin the arm. HTH
