Does it need to be a 3D package?

It depends how complicated the parts are and how far you want to take the process.

If you don't have the 3D printer/CNC mill yourself then it is probably sufficient to draw what you want in 2D and then let the guy with the 3D printer or milling machine decide how he wants to go about making it. He will produce his own 3D model, in the orientation that best suits him and with the datums that suit him too.
