I don't blame the Police Officers, like all, their orders filter down through the chain of command.

This should make you laugh, some people I know (they consider me a friend, erm...) have a minibus, tax disk was 15 months out of date before they renewed it: that computer system at the DVLA can't be that good though, as it never caught them.

The word has it now, the vans that were used for targeting Tax Disks (seen it today as well, parked up, lurking) is now cross-referencing your car details for insurance, so beware. Probably the same way that when you can buy your car tax online (one good thing they do, instead of having to queue up behind some crusty, deaf, flatulent old duffer in the post office) you can now buy online, and they check your MOT AND insurance electronically there and then.
