Mark, It's similar to the Smart Tray in so much as it dishcarges at 5 amps and equalises down to 0.9v for nimh cells (0.1v for Nicad's). As each cell reaches the cut off voltage the light for that cell goes off, when all the lights are out the battery is done. If you want to there is then a conditioning mode which discharges at 1 amp. It runs off of a 12v power supply.
Personally I used to use the Orion discharger to discharge initially at 20 amps to speed up the process due to the number of packs we had. I then put my cells on either this or the Novak. The orignal box and an instruction manual are with it, the original fan was a bit weedy so I upgraded it.
