Turbo can be set to kick in and give additive timing advance at full throttle. If you are not at full throttle, then its not added, so the car remains tame at lower speeds.
Boost is added at set RPM points, so timing ramps up from start RPM and is fully applied at end RPM setting. This is applied at all throttle points (so long as the motor is in the RPM range), so it can quickly become a handful if you over do the setting.
