When using new rims I put two small holes in the wheel where the bead wont cover it.

I then trim the inside bead off the wheel, and I glue ALL tyres to rims. If your tyres are not coming off with no glue, your not going fast enough!
A small trickle of thin glue around the bead will sort it out.

Just ensure the tyre is mounted good and true, this will enable accurate camber set up and smoother running.
