With regard to the track although I'm still not 100% convinced about features you can't roll if you want I think that track addressed some of the issues by;

having a reasonable time between the "over" and the "under" so that a marshal could get in, right a car, and out again before getting whacked by other cars coming through .... even at the start of a final.

having non-critical landing areas so they didn't HAVE to hit the down thus the penalty for overjumping was the car getting out of shape and loosing time not crashing out. There was absolutely no reason not to go for the jumps if in doubt so under jumping was much less likely to ever happen.

no tight, low speed, corners very close to any part of the crossover so the chance of somebody misjumping taking out a car that had successfully made the jump and was trying to negotiate the next feature / corner was limited.

All in all the guys who built that track must have put some serious thought into it, I bet you could get a standard Tamiya Hornet round there in the hands of a beginer so would be 'safe' for all levels. Interesting that the features that were catching the most out where the smaller features
