Shock imbalance (different rebound or binding of the shaft)
Hinge pins binding or bent, bearing in the diff/outdrives/hubs on its way out.
Over tightened rear wheel (squeezing the bearings)
Have you left out any spacers in the hubs (between bearings)?
Basically anything that can cause one side to be "draggier" than the other!
(i had a bent shock shaft causing a similar issue)
BTW, even imbalances at the front could cause the rear to step out/squirm.
