A 13.5 with no boost will be very safe you may find your quicker overall with it as you'll be less likely to crash but it will feel slow.
Can you adjust your throttle end point on your transmitter if so do that and still use the 6.5. Or do it the old fashioned way and stick a bit of foam on to limit the stick travel.
